How does DOS or Windows recognize "never used" directory entry?
DOS or Windows will read the directory until it reaches a directory entry denoted by a 0x00 value in the first byte of the directory entry.
This marks a directory entry as "never used."
Otherwise the system stops when it reaches the end of the directory.
